Plutarch Heavensbee is Head Gamemaker for the 3rd Quarter Quell. He takes over after previous Head Seneca Crane is hung for saving Peeta Mellark and Katniss Everdeen rather than letting them die from the nightlock berries.
Heavensbee has a watch with a mockingjay on it, which he shows to Katniss while she is on her victory tour. He shows it to her to try to gain her trust, and to help her out as a mentor. At the time he doesn't realize she will be entering the Games herself, and that the watch is a big hint about the nature of the Clock Arena.
The mockingjay, which Katniss assumes at the time is just a trend and has nothing to do with being a symbol for the rebellion for the people of the districts, is actually purposely symbolic of the rebellion after all. Heavensbee is part of an escape plan to get all the tributes out of the Clock Arena before the Quarter Quell even begins.
